Orders versus humanity, duty versus compassion. Should a police inspector report to his superiors the findings of an investigation that could endanger hundreds or even thousands of lives, or should he cover up an effort to help the persecuted?

Hundreds of Jewish refugees are crossing the Austrian-Swiss border despite the closed borders. Robert Frei, a young, ambitious police inspector, is assigned to the canton of St. Gallen.

He is tasked with investigating illegal border crossings. He uncovers an extensive network aiding refugees, in which the vast majority of the population is involved and which is headed by local police captain Paul Grüninger.

After some time, suspicions are confirmed that Grüninger is indeed allowing refugees to enter without valid visas, forging documents, and organizing illegal border crossings. Frei is faced with a crucial decision. The film is based on the true story of St. Gallen Police Captain Grüninger.
